Shut the water off, then the rest falls into order
Turn the main water valve to closed. In most homes it sits near the street side of the house, in the garage, or at a meter box near the curb. The valve is usually a round wheel handle or a lever. Turn a wheel clockwise. Turn a lever so it sits crosswise to the pipe.
Open a faucet at the lowest point and one upstairs to drain what is left in the lines. Then stop, look and think about electricity. Water running across a floor with outlets, a ceiling fixture full of water or a wet panel is a shock hazard, so call 911 or your electric utility before you step into it.
Once the water is off and you are safe, photograph the damage and call the 24/7 line for extraction and drying. Same-day response when available. If it is a sudden break, emergency water removal is the first job, because standing water spreads into walls and flooring quickly.
The first hour, step by step
Main valve closed, fixtures drained
If you cannot find the main, close the valve under the nearest fixture and call your water district. If the leak is on the street side of your meter, that is the district's problem to stop, not yours.
Power: only where it is dry and safe
If a breaker panel is dry and you can reach it without stepping in water, switch off the circuits for the wet rooms. If the panel is wet or the floor is flooded, stay out and call for help.
Photograph before you move anything
Wide shots, then close-ups of the pipe, the wet walls, the stained ceiling and the floor. Video helps. Bag the broken fitting if you can reach it safely.
Lift what you can, then call
Pull rugs, lift lamps and boxes off wet floors and move electronics to dry rooms. Keep children and pets out of standing water. Then call the 24/7 line so extraction can begin.
Pipe burst and water spreading?
Call the 24/7 line. Same-day response when available. Scope and price explained before work starts.
Which water district to call, depending on your address
Mission Viejo is served by more than one water district, and which one handles your address depends on where you live. The city of Mission Viejo lists four providers and says to contact the provider directly. The numbers below come from the districts and from the city of Lake Forest, which lists Trabuco Canyon Water District. Check your water bill for the name that applies to you.
| District | Where to find the number | Notes |
|---|---|---|
| Moulton Niguel Water District | On your water bill | The district lists a 24/7 emergency line on its own site |
| Santa Margarita Water District | On your water bill | Business line, no emergency number on its service area page |
| El Toro Water District | On your water bill | Business line, listed for portions of Mission Viejo |
| Trabuco Canyon Water District | On your water bill | Listed by Lake Forest as a regional district, check your bill |
If water is bubbling up in the street or the pressure to your whole home dropped suddenly, the problem may be on the district's side. A leak on your side of the meter is yours to stop and repair.
Plumber and restoration crew: two different jobs
What the plumber does
A licensed plumber finds the failed section, repairs or replaces it and tests the line. They cut out the leak. They are not set up to dry a house, and they should not be asked to decide what drywall can stay.
What the restoration crew does
The restoration side extracts standing water, places air movers and LGR dehumidifiers and measures moisture in walls, subfloors and ceilings with moisture meters and thermal imaging cameras. Crews working to the ANSI/IICRC S500 standard document readings until the materials reach a dry standard. See our page on water damage cleanup for how affected materials are sorted.
Who comes first
Call both. Stop the water, then start drying. A repair that waits two days for a plumber is two days of damp drywall unless extraction happens in between. Tell the plumber the area is being dried, so they leave access to cabinets and walls.
What dries and what is removed
Drywall
Clean supply water may allow drywall to be dried in place if it is still firm. Sagging, crumbling or long-soaked board is cut out. Paint bubbling on the wall means water is behind it.
Carpet and pad
Carpet can sometimes be lifted and dried when clean water is addressed fast. The pad underneath is usually discarded.
Hardwood and laminate
Boards cup as they absorb. Drying mats and dehumidifiers pull moisture out of solid floors. Laminate and floating floors that swell are often replaced.
Cabinets and baseboards
Toe-kicks and base trim are often removed so air can reach the cavity behind. Cabinet boxes are checked with a meter before a decision is made.
Insulation
Wet batt insulation inside walls is commonly removed so the cavity can dry. Ceiling insulation that has soaked through comes down with the ceiling.
Why speed matters after a break
Water in a wall cavity does not stay put. It travels along studs and under baseboards, and absorbent materials hold it. Mold needs moisture to grow, so the aim is to get materials dry quickly. A burst pipe is not a mold problem until water is left sitting.
A broken hot water line adds a second hazard. The water can scald, and the room stays warm and humid for a while. Let the area cool before you step in, and keep children out of the room until the crew has pulled the standing water.
If you later see staining or a musty smell, ask the crew to check moisture again before walls are closed. Our mold remediation page explains what comes next if growth is found.
Mission Viejo notes: districts, city offices and older plumbing
The city of Mission Viejo says its residents are served by El Toro Water District, Moulton Niguel Water District, Santa Margarita Water District and Trabuco Canyon Water District, and does not say which streets belong to which. Find your shutoff and your provider's name on a bill before a pipe breaks, and tape the number inside a cabinet door.
Housing data compiled for the city shows about two-thirds of Mission Viejo homes were built between 1970 and 1989. Homes of that age have had decades for fittings, valves and connectors to wear. The data does not say which pipe materials were used, so ask your plumber what is in your walls.
After the break is repaired, ask the city's Building Services division whether your plumbing or drywall repairs need a permit. The city page does not say, and it takes permit applications through its online portal. Nearby, Laguna Niguel and Rancho Santa Margarita are served by overlapping water districts, so a neighbor's number may not be yours.
Burst pipe questions
Which water district do I call for a burst pipe in Mission Viejo?
It depends on your address. The city lists El Toro, Moulton Niguel, Santa Margarita and Trabuco Canyon water districts and tells residents to contact the provider directly. Your bill shows yours. The numbers in the table above are the ones the districts publish.
Should I call the plumber or the restoration company first?
Shut off the water, then call both. The plumber fixes the pipe. The restoration crew removes the water and dries the structure. Neither job waits on the other.
Is it safe to turn off the electricity?
Only if the panel is dry and you can reach it without standing in water. If not, stay out and call 911 or the electric utility.
Will my insurance cover a burst pipe?
Sudden and accidental water damage is often covered, but terms vary. Read your policy, photograph everything and ask your insurer. Keep the broken part.
How long does drying take after a burst pipe?
Many structures need several days of air movers and dehumidifiers, and thicker materials take longer. The crew reads moisture daily and removes equipment when materials reach a dry standard.
