When creek water or storm runoff reaches a San Juan Capistrano home
Storm water does not keep office hours, so the emergency line runs 24/7 for San Juan Capistrano. Same-day response is offered when available, with no arrival time promised. While you wait, get people and pets to higher ground, shut off the main water valve if the break is inside, and lift valuables off the floor.
Water that came from a creek, a street or a backed-up drain is contaminated. Do not wade in it, and do not touch electrical panels or outlets that are wet. If you smell gas or see downed lines, call 911 or the utility first. Cleanup of that kind falls under flood damage restoration, which starts with extraction and disinfection.
What Orange County Public Works recorded on the creeks
OC Public Works describes a joint study with the Army Corps of Engineers of the lower San Juan Creek (10.5 miles), Trabuco Creek (9.5 miles) and Oso Creek (4.5 miles). The county's account of past storms is worth knowing:
| Storm | What the county records | What it means at home |
|---|---|---|
| 1997 to 1998 | Trabuco Creek pedestrian bridge damaged upstream of the Del Obispo Street bridge, and an embankment beside City Hall breached | Long wet winters can damage banks, not only roofs |
| 2005 | About 1,250 feet of San Juan Creek lining lost, and five surrounding neighborhoods evacuated | Evacuation can come before you can protect anything, so keep documents ready |
| December 2010 | Levees protecting residential areas nearly failed | A near miss still means a storm worth preparing for |
The county says the channels were concretized in the 1960s. It has since installed sheet pile, roughly 8,200 feet along San Juan Creek from Stonehill Drive to Interstate 5 and roughly 8,400 feet along Trabuco Creek, with Phases I through III complete. The federal study was discontinued for lack of funding. That work is a reason to look at your own address on the FEMA flood map, not a reason to skip it.
Storm water in your San Juan Capistrano home?
Get to safety first, then call the 24/7 line. Same-day response is offered when available.
Flood water and burst-pipe water are different insurance problems
The California Department of Insurance says standard homeowners policies typically exclude flood, and flood claims go to the National Flood Insurance Program. A new flood policy generally takes effect 30 days after purchase, so buying one during a storm is too late. A supply line that bursts is a different event, and sudden and accidental damage is often covered. Check your policy and ask your insurer which one you have.
The city also has floodplain rules in its municipal code. Before rebuilding in a mapped flood zone, ask the city what permits apply, and keep a log of every call, as the Department of Insurance advises. Documented, prompt water mitigation also shows an insurer you took reasonable steps to limit further damage.
If water is still spreading in San Juan Capistrano
Stop the source
Close the main water valve if the water is coming from a pipe. If it is storm runoff, move to higher ground first.
Power only if safe
Never reach for a panel while standing in water. Leave breakers alone unless you can get to them dry, and call the utility.
Lift valuables
Get documents, electronics and photographs off the floor. Take pictures of everything before you move it.
Keep people and pets out of contaminated water
Creek and street water can carry sewage and chemicals. Keep children and pets out.
Call the 24/7 line
Describe where the water came from and how deep it is. Same-day response is offered when available.
Where storm water gets inside
Not every storm loss comes from a creek. Most start small, and the 24/7 dispatch handles these the same way as larger ones.
Roof and flashing
Brown rings on a ceiling after rain often trace back to flashing or a failed shingle. Emergency dispatch is available around the clock.
Door thresholds and garage
Wind-driven rain and runoff pooling at a threshold can wick into baseboards and flooring.
Gutters and downspouts
Clogged gutters send water down walls. Clear them and the low spots in your yard before the next storm.
Windows and wall cavities
Water that gets in behind a window may show up as bubbling paint a few feet away.
An old utility system with a new operator
Santa Margarita Water District took over the San Juan Capistrano water and wastewater system in November 2021, and the district says parts of it date to the 1920s. The city no longer runs the utility. Moulton Niguel also lists parts of San Juan Capistrano in its service area, so depending on your address, your district may be either one.
For a main-line leak, low pressure or a sewer problem outside your property, call your district. For water inside your walls, call the restoration line. Find your meter and shutoff now, before you need them.
Los Rios and other older homes
The National Register of Historic Places nomination for the Los Rios Historic District sets its western boundary at the Trabuco Creek Flood Channel, with River Street running west to it. Older wood construction near a creek channel deserves careful drying, using thermal imaging and targeted openings rather than wholesale demolition.
If your home is a designated historic site, ask the city before altering original materials. The scope for water damage repair in an older home is explained before work starts.
ZIP codes and where crews go
San Juan Capistrano's home-delivery ZIP is 92675, and 92693 is the city's PO Box ZIP. The Census Bureau lists 14.43 square miles and 81.0 percent owner-occupied housing, so give the dispatcher a cross street. Dana Point (92629) borders the city, and its own site posts a FEMA update on San Juan Creek flood hazard information.
The Mission Viejo base covers 92691 and 92692, and crews also work in Laguna Niguel and Rancho Santa Margarita.

Santa Margarita Water District operates the system, and Moulton Niguel lists part of the city too. Depending on your address, call the one that sends your bill.

Ask the city building department before work. If the home is a designated historic site, original materials may be protected, so ask before removing them.
My ceiling is leaking after rain. What should I do?
Move belongings, place a bucket, and photograph the stain. If water is near light fixtures, stay away and call. See emergency water removal for what crews do first.

A contained loss often takes three to five days. Flood-affected structure takes longer. Moisture readings decide.
