When water is spreading in Lake Forest
The city's Safety Element calls much of Lake Forest steep ground with a minimal risk of flooding, then adds the catch: localized flooding can happen in low spots or where infrastructure cannot carry peak flows. Water here rarely shows up as a river. It shows up as a driveway draining toward a garage door, a backed-up patio drain, or a roof shedding more than the gutters can take. Find where it enters before you start mopping.
Many losses start indoors. About 61 percent of the city's owner-occupied homes are single-unit structures, according to the city's demographic profile, so a typical call is a failed water heater, a split supply line under a sink or a washer hose behind a laundry wall. Walls that stay wet for days become a mold question.
When water is already on the floor, emergency water removal comes first: extraction units pull standing water, then air movers and LGR dehumidifiers start the drying before the damage spreads into the framing.
Where water gets into Lake Forest homes
Garages and ground floors
Street runoff and clogged yard drains push water toward low doors. Check where your driveway slopes and keep area drains clear before the rainy months.
Homes near the creeks
The city's flood mapping shows 100-year and 500-year zones along Aliso Creek, Serrano Creek, Borrego Canyon Wash, San Diego Creek and the lakes, with the largest along the Aliso Creek bed near Heroes Park. Check the FEMA flood map for your address.
The El Toro Road corridor
The city flags Serrano Creek and Borrego Canyon Wash along El Toro Road as liquefaction zones. A sudden wet patch in a yard or an unexplained jump in your water bill deserves a prompt check from your district.
Emergency dispatch around the clock
Emergency dispatch is available around the clock for Lake Forest, including nights, weekends and storm days. Same-day response when available, and scope and price are explained before work starts.
Water on the floor in Lake Forest?
Call the 24/7 emergency line. Tell us the source and the rooms affected, and we dispatch with same-day response when available.
If water is still spreading in Lake Forest
Stop the source
Shut off the main water valve at the house. If the water is coming from outside, such as street runoff at the garage, stay out of the flow and block the low door if you can do it safely.
Cut power only if safe
If outlets, the panel or a garage opener sit in or near the water, do not step in. Turn off the breaker only if you can reach it dry. Otherwise call your utility or 911 first.
Lift what you can
Move rugs, electronics, documents and cabinet contents off wet floors.
Keep people and pets out
Water from a sewer backup or from outside storm runoff is contaminated. Keep children and pets away.
Call the 24/7 emergency line
Smell gas? Leave and call the gas utility or 911 before anything else. Otherwise call our line, tell us where the water is coming from, and we will dispatch a crew.
Three water districts, one shutoff question
The city says water and sewer service come from separate public agencies, not the City itself. Most Lake Forest residents are served by the Irvine Ranch Water District, with El Toro Water District and Trabuco Canyon Water District serving other addresses. Your water bill tells you which one is yours. Know it before a main break: the meter at the curb is the district's, the valve at the house is yours.
Storm drains changed hands too. The city recently took over stormwater control systems from the Orange County Flood Control District, so report a clogged street drain to the city. Clear your own downspout outlets and area drains as well.
How a Lake Forest dry-out runs
Find the wet
Moisture meters and thermal imaging cameras map wet drywall, subfloor and insulation, including areas that look dry. We also trace the source.
Pull the water
Extraction units remove standing water. Soaked carpet pad and swollen drywall come out when drying in place would take too long.
Dry with equipment
Air movers and LGR dehumidifiers run for several days. We read the moisture levels each visit and stop only when materials reach dry standards.
Rebuild what was removed
Drywall, paint, flooring and trim go back after drying is confirmed. Ask any company whether its crews work to ANSI/IICRC S500, the published standard for water damage restoration.
Storm water, plumbing water and sewer water are not the same loss
| Source | Typical Lake Forest scene | How it is treated |
|---|---|---|
| Supply line or water heater | Clean water from a failed fitting or tank | Clean-water loss, fastest to dry if caught early |
| Roof or window leak | Rain entering a ceiling or wall cavity | Dry the cavity, then look for mold risk |
| Street or yard runoff | Water pushing into a garage or ground floor | Treated as contaminated, so porous materials often come out |
| Sewer or drain backup | Waste water from a floor drain or toilet | Contaminated, stay out and call before touching |
Insurance follows the source. The California Department of Insurance says standard homeowners policies usually exclude flood, and flood claims go through the federal NFIP, so sudden pipe damage and rising outside water are handled differently. Ask your insurer which applies. For outside water in the home, our flood damage restoration page explains the process.
Foothill Ranch, ZIP 92610, and the rest of the city
Lake Forest uses two ZIPs for service. ZIP 92630 covers the main city around City Hall on Civic Center Drive and the Sports Park and Recreation Center, and ZIP 92610 covers Foothill Ranch on the eastern side. Whiting Ranch Wilderness Park sits on that east side. The city's Safety Element says a wildfire on the slopes east of town would call for debris-flow monitoring, so east-side homes should ask the city about storm risk after any burn.
Our base is in Mission Viejo, ZIPs 92691 and 92692, and the dispatch line covers Lake Forest the same way. If you live closer to Rancho Santa Margarita, see our Rancho Santa Margarita page, and for the southwest edge of the area, the Laguna Hills page.
Before you hire anyone
- Ask for the contractor license number and check it with the state licensing board.
- Ask whether crews work to ANSI/IICRC S500 for water and S520 for mold, plus the scope and price in writing.
- Ask the city Building Division whether your repair needs a permit. Permits from 2020 on are online through eLakeForest.
- Plumbing work follows the codes the city adopted in Ordinance 382, which includes the 2025 California Plumbing Code.
For mold that follows a leak, see our mold remediation service. Fix the water source first, because mold needs moisture.

Lake Forest water damage questions
Is emergency water removal available in Lake Forest?
Yes. Our emergency line runs 24/7, including nights and weekends, with same-day response when available. We do not promise an arrival time, but we dispatch once we have the address and the source.
Do you cover every ZIP code in Lake Forest?
Yes. Lake Forest is served under ZIP 92630, which covers the city around City Hall and the Sports Park, and ZIP 92610, which is the Foothill Ranch ZIP inside the city. Give us the street address when you call.
Which water district do I call in Lake Forest?
It depends on your address. The city says most residents are served by the Irvine Ranch Water District, and others by El Toro Water District or Trabuco Canyon Water District. Check your bill. Call the district for a main break in the street and call us for water inside the home.
Does homeowners insurance cover storm water in my garage?
Often not. The California Department of Insurance says standard homeowners policies typically exclude flood, and flood claims go to the NFIP. Sudden pipe damage is treated differently. Ask your insurer which category your loss falls into.
A pipe leaked last week. Will I get mold?
Possibly, if materials stayed wet. Mold needs moisture, so the answer depends on how fast the area was dried. Moisture meters show whether walls are dry. Health questions belong to a physician. See our mold remediation page if you already see growth.
Do I need a permit for water damage repairs in Lake Forest?
The city's page does not say, so ask the Building Division before rebuilding walls or replacing plumbing. We explain the scope of work before it starts, so you know what to ask.
Can you stop my garage from flooding again?
Restoration is not waterproofing. We dry and rebuild the damage. For recurring runoff, talk to a drainage or waterproofing specialist and report clogged public storm drains to the city.
